Christopher G. O’Brien
Chris has been with the NYS Sheriffs’ Institute since it was established in 1979. As Executive Director, Chris oversees the many activities of the Institute, including the Sheriffs’ Summer Camp, the Criminal Justice Scholarship Program, the Victim Notification Programs, and the Honorary Membership Program that helps to support our work. While he is responsible for our many programs, for Chris it truly is all about the kids.
Edmund B. Wutzer
Director of Victim Notification Services
Ed joined the NYS Sheriffs’ Institute in 1997 upon his retirement from a 37-year career in criminal justice. He is responsible for securing funding and coordinating the VINE Victim Notification Program in 60 County Correctional Facilities in New York State. Ed was Director of the NYS Division of Probation and Correctional Alternatives from 1983 to 1993. He served as Chairman of the New York State Commission of Correction from 1993 to 1997. Ed also served in the US Army Reserve for 32 years, retiring at the rank of Colonel as Chief of Staff of the 8th Medical Brigade.
Dave has been the Director of the Sheriff’s Summer Camp since 1986. He also taught and coached in the Elmira Public School System for 33 years. Under his leadership, the Elmira Gymnastics Club produced 32 state champions. Dave is highly respected for his innovative camp curriculum and his remarkable ability to develop and motivate staff. Our Executive Director, Chris O’Brien, calls him, “the finest summer camp director in the United States.”
Crime Victim Notification Services Project Manager
Ron joined the NYS Sheriffs’ Institute staff in 2016, after retiring from a 38-year career with the Broome County Sheriff's Office, where he was the Chief Civil Deputy. During his career, Ron became an invaluable training resource to all of his colleagues. Ron has taught at the Police Academy, Civil Supervisor Trainings, Civil Schools, In-Service for Police agencies, Firearms Training, and Article 35, to name a few. As Project Manager of our Order of Protection Notification program, Ron meets with Sheriffs, Undersheriffs, Domestic Violence Advocates, Family Court Judges, Clerks, Emergency Services personnel, and others to support our Order of Protection program. Ron learns about the needs of each agency and assists in any way he can, including writing policies and providing trainings, to make the program work for the victims.
Finance Operations Manager
Carrie has been with the NYS Sheriffs’ Institute since 2007. Initially hired as a Bookkeeper, Carrie’s role has expanded into all aspects of our work. In addition to her role managing the day-to-day financial operations, Carrie manages the Honorary Membership Program, is responsible for budget reporting for our grants, and supports the victim notification and summer camp programs.
Marketing and Communications Director
Pat recently joined the NYS Sheriffs Institute. She has been with the NYS Sheriffs’ Association since 2011, so she is a familiar face to many. Prior to joining the Sheriffs’ Association, Pat was a Marketing Consultant. She also worked at EYP AE, a large architectural and engineering firm, where she was the Marketing Manager.
Ashleigh joined the NYS Sheriffs’ Institute in March of 2016 and immediately became invaluable in her support the work of the Sheriffs’ Institute. In addition to her duties as an Executive Assistant, Ashleigh coordinates five conferences each year: our Victim Notification conference and four command staff training conferences: Civil Supervisors, Undersheriffs, Road Patrol, and Jail Administrators.
