David N. Favro worked for the Plattsburgh City Police Department for 20 years, retiring in 2002 as a Detective. His last 13 years with the police department he served in the Juvenile Division working with many schools, organizations, families and youth in Clinton County. David received several community and state acknowledgments, such as Juvenile Officer of the Year and Citizen of the Year. He is a past President of the State of New York Police Juvenile Officers’ Association and is credited with starting the D.A.R.E Program for the City of Plattsburgh in 1990, and assisting the Clinton County Sheriff’s Office with the start of their program as well.

After being elected as Sheriff in November 2002, he sought out Jerry P. Maggy, a 30 year veteran of State Corrections as his Undersheriff. The Clinton County Sheriff’s Office has undergone many changes, including major construction of a 160 bed addition to the local jail, including new space for programs, training, and a kitchen. This 23 million dollar project was completed in 2006. Clinton County has a population of 79,894 and consists of 1,049 square miles.
